Place a single layer of potatoes on a baking sheet lined with parchment. Bake at 390 °F for 40 minutes. Stir every 10 minutes to make sure the potatoes cook evenly.

Pour flour into a saucepan, add butter and mix with a whisk until it is completely dissolved and you have a homogeneous mass. Gradually add milk in portions, continuously stirring. Cook the sauce over low heat.

When the sauce begins to thicken, simmer it for another 1–2 minutes, then add salt, pepper, tomato paste, sour cream, and 4 oz (120 g) of grated cheese. Cook for a few more minutes, stirring, until the cheese is completely melted. The consistency of the sauce should be like that of sour cream. If lumps remain, pass the mass through a sieve.

Sprinkle a round baking dish with grated cheese (approximately 1 oz (30 g). Lay the potato wedges in a circle, placing them vertically. Pour the sauce over everything and sprinkle with the remaining cheese. Bake at 390 °F for another 10–12 minutes.
