Combine flour, sugar, baking powder, and salt in a bowl.

Slice cold butter into small pieces and cut it into the flour mixture. Add milk, and stir until the dough forms into a ball.

Transfer the dough onto a working surface sprinkled with flour and knead until it feels reasonably unyielding, about 30 seconds. Cut the dough into 14 equal pieces and form each into a ball.

Liberally coat the bottom of an air fryer basket with cooking spray. Place half of the dough balls inside with sufficient space around them. Spray the dough balls with cooking spray as well.

Cook at 350 °F until puffed and golden brown, about 10 minutes. Gently transfer the doughnut holes onto a wire rack.

Combine powdered sugar and water in a bowl and whisk until smooth.

Place the doughnut holes, one at a time, in the glaze and roll to coat. Place on a baking sheet lined with parchment to set.
