To make the dough place the flour, sugar, active dry yeast, and kosher salt in a large bowl. Whisk to combine the ingredients. Separately combine the water, oil, eggs, and egg yolk. Slowly pour in the egg mixture while whisking.

Knead the dough until it comes together. Place the dough in a bowl coated with cooking spray. Cover in plastic wrap and let rise for 1 ½ hours.

Meanwhile, to a large bowl add minced garlic, room temperature butter, chopped parsley, grated Parmesan, salt, and pepper. Stir to combine.

Transfer the dough onto a floured surface. Roll it into a 24x10-inch rectangle.

Spread ½ of the garlic filling onto the layer of dough. Roll the dough up. Then pinch it to seal.

Place the dough seam-side down and slice it. You'll get 15 pieces. Arrange them in a greased baking dish. Cover in plastic wrap and let rise for 25 minutes.

Uncover. Bake the rolls at 350 °F (180 °C) for half an hour. Insert a toothpick to check the readiness. Spread the rest of the garlic butter over the rolls.
