Sift the flour into a mixing bowl. Add the salt, baking powder, and vanilla bean. Stir.

Into a saucepan add the butter, milk, and sugar. Melt the mixture over low heat. Combine with the dry ingredients.

Place the dough onto a floured surface. Roll it out and cut out small cookies. Bake at 350 °F (180 °C) for 15 minutes.
